Saab 93 diesel turbo hassle?

I have a Saab 93 - 2002 -128k the turbo wont kick in , Replaced 30k ago, i have double checked all vacuum' hoses EGR. valve was fine, cleaned MAP and MAF sensors, waste- gate goes up and down fine when rev- d , when i start from cold in the mornings the cel light comes on every time but goes out after a a slight rev 1800revs it also comes on if i take my foot of the trottle and let it roll in gear and goes out as soon as i press the throttle again If i change the vac-*** hose around on the actuator under the power steering fluid canister from left to right the wastegate stays on, it doesn't move as u rev it,and the car is back to normal it flies, it seems to keep the turbo open, one thing i noticed was when i did this the valve under the vacume pump on the inlet manifold dident move as much but it tried to it is not bunged up, any takers
